Founded in 1994 to pursue on a world-wide basis methodologies learned empirically in the field of Teleworking,
which is defined as: "using advanced communications to save time, space, and travel costs." The expertise of
Noel Hodson (the noted international speaker, author, and consultant of Teleworking) was merged through a joint
venture with that of Spectrum Personnel Associates, Inc. (human resources consultants with special capabilities in
Information Technology, Recuritment, and Logistics). TAI has developed TeleworkAudits(TM) and TeleworkAnalysys(TM),
a Windows® based costs / benefit software suite. It helps management to quickly reach unbiased conclusions
concerning use of buildings & offices, staff deployment, and quantifies the cost budget that
might be expected with the implementation of Teleworking. It is a powerful tool for organizations
wanting to maintain a competitive advantage.
Noel Hodson (based in Oxford, UK) has teleworked since 1979 and, as an entrepreneur,
launched/promoted and managed several businesses including a 40 person accounting firm, the
Oxford Science Innovation Centre, and Mallalieu Cars Ltd. (Bentley rebuilds & prototype
vehicles, including the electric-hybrid Microdot(TM) car). In 1983, he established the UK's
first teleworked business consultancy.
Since 1988, he has specialized in telework studies and seminars in the US and to major EU and
UK employers, including BT and the UK Department of Trade and Industry (DTI).
Mr. Hodson wrote The Economics of Teleworking; (BT), authored
Teleworking and Employment in Europe (EC-DGV), was coordinating editor of
the text book on teleworking: Teleworking Explained (Wiley) and has written
various articles in: Telecommuting Review, Times of London, and the Financial
Times. He has written on teleworking for the 70,000 member Institute of Director's 1996
Year Book.
Currently, he is the UK coordinator for the EC Telematics Forum (ECTF), with special
responsibility for the "brainstorming, seminars, and workshop" programme and is
engaged in Interactive Distance LEarning (IDLE) projects and the SOLOMON project for
telephone voting and wired democracy.
John M. H. Edwards (based in Maryland, USA) a "Brit" educated in the UK until
graduating in 1969 from the University of Maryland with a Bachelor of Science degree in
International Marketing and Transportation.
Mr. Edwards was Group Management Services Directory, with responsibilities that included
implementing a Group training programme for 1,500 employees and converting analogue data
processing machines to digital computers.
Mr. Edwards was Group Marketing Director, charged with managing activities (sales of $38
million) to supermarket and discount stores, wholesale warehouses, hotels, restaurants,
institutions, mail order, the Ministry of Defense, and exports to Europe, the Middle East,
and Carribbean.
Mr. Edwards was Managing Directory of the Crown Foods manufacturing Company, employing 500, with
sales of $15 million, a transport fleet of 90 trucks, and 30,000 sq. ft. of cold storage.
Certified and Licensed by the EC as a Professional Vehicle Transport Fleet Operator.
Mr. Edwards is currently CFO and EVP of Spectrum Personnel Associates, Inc., a member of the
Mid-Atlantic Telecommuting Advisory Council and the British-American Business Association.
Thomas E. Gorman (based in Pennsylvania, USA) has worked in the telecommunications
industry for over 30 years. As a telecommunications executive, he provided successful leadership
in strategic and marketing planning, new product development, sales channel development and
product line management for Bell Atlantic and AT&T.
At various times during his career, Mr. Gorman had product line responsibilities for voice,
data, and video telecommunications services, new electronic information services, and classified
advertising publications. He also had leadership roles in business process engineering and total
quality management.
Mr. Gorman has worked at many levels of business in the areas of strategic planning, marketing,
sales, and engineering. He has also provided consulting services to companies, helping them to
improved employee productivity and service quality.
Mr. Gorman holds a Bachelor of Science degree in Electrical Engineering from Widener University
and is a graduate of the Management Perspectives Program at the University of Pittsburgh
Graduate School of Business.
Mr. Gorman is a member of the Institute of Electrical and Electronics Engineers (IEEE), and
recently served as a member of the Governor's Advisory Council on Telecommuting and
Work-at-Home for the State of Virginia. He is a founding shareholder and President
of Spectrum Personnel Associates, Inc. and of Telework Analytics International, Inc.
Harvey Silver (based in Virginia, USA) gained broad management and
business development skills as a staffer, Board Director, and consultant to
non-profit organizations after having completed two years service in Brazil as
a Peace Corps Volunteer.
In 1981 he, with Susan as President and wife, launched Core Personnel, Inc.
as a Temporary Staffing company. They have expanded its operations into employment
services, which now include executive recruitment, human resources consulting, and
employee leasing. Core's sales in 1995 were over $2 million and employed 800
staff placed with organizations ranging from corporations such as MCI, IBM,
and XEROX to small businesses and National non-profit associations.
Mr. Silver has a Bachelor of Arts from the University of Cincinnati and a Master of
Education in Group Dynamics from Temple University. Served as President of the
Metropolitan Washington Temporary Services Association and is the current Treasurer of
the Corporate Community Relations Council in the Washington DC Metro area. He is a
Director, Company Secretary, and a founding shareholder of Spectrum Personnel
Associates, Inc.
Mrs. Silver's management experience developed within the Education
field; initially teaching for eight years, later as the a Director of Pre-School in Northern
Virginia and as advisor to Fairfax County Adult Education programs. Her community work
has ranged from Special Events coordination to the foundation of a Computer Users
Group specializing in software for the Staffing Industry. She has a Bachelor of Arts in
Education from Northern Illinois University. She is an Executive Director and founding
shareholder of Spectrum Personnel Associates, Inc.
Patrick M. Mills (based in Virginia, USA) has wide-ranging skills
and experience in computer programming, systems/network architecture design and
its development, management, and control.
While a college undergraduate, he held various positions which involved
developing, upgrading, implementing and maintaining systems and their
associated on and off-line help manuals and administration scripts. His
projects ranged from Neural Network models to Cognitive Psychology modeling,
Image Processing, and hardware control systems. He was employed by the Apollo
Computer, Perception and Graphics Laboratories (Swarthmore College),
Battelle (Richland, WA), the Jet Propulsion Laboratories, and was a University
of Illinois Supercomputer Grantee.
Mr. Mills, as a graduate, has worked with the Computer Architecture Research
Laboratory (U. of SC), Bethesda Softworks, and most recently with Telework Analytics
International, Inc.
Mr. Mills wrote LaserUser for Windows(TM). He co-authored

TeleworkAudits(TM) and TeleworkAnalysys(TM), a Windows®-based computerized auditing system that gathers
work/lifestyle information for Human Resource asset management.
Mr. Mills has a Bachelor of Science in Engineering from Swarthmore College and
a Masters in Computer Engineering from the University of South Carolina. He is
a member of IEEE and the engineering honor society Eta Kappa Nu. He has US Security clearance.
